Description

This annoying issue is reported and described by PureOS users with Librem 13v2 hardware, here: https://forums.puri.sm/t/keyboard-layout-unable-to-recognize-pipe/2022

Issue was reported upstream, and upstream created a workaround: https://github.com/systemd/systemd/pull/7826

We should backport this workaround until systemd with the patch is released.

Systemd v238 with the workaround (https://github.com/systemd/systemd/blob/master/hwdb/60-keyboard.hwdb) is released.

Systemd v248 reverted the software workaround: https://github.com/systemd/systemd/commit/ba2b8f9
