Install Noto emoji font by default

Description

The GNOME emoji dialog looks pretty broken in PureOS by default, because we don't ship an emoji font that includes the latest emoji.

I think Noto is the most complete freely available emoji font, so I suggest shipping that by default.

We might want to also include Symbola (fonts-symbola) which in my experience fills the gaps on more obscure and newer emoji (and other bits of Unicode). It seems Symbola is not that great for emoji, so I withdraw this suggestion. Still good for ancient fonts, but I'm not sure those will see everyday use :D

Another option for a complete and regularly updated color emoji set is twemoji. It is not yet packaged for Debian afaik:

With "Emoji font" you mean fonts-noto-color-emoji in particular, right?
Since we already ship a great deal of the Noto fonts for language/script compatibility, adding the Emoji font too would make some sense.

Done, PureOS includes Noto Emoji by default now.
