Debian forbids depending on or recommending non-free packages.
Free Software Foundation forbids promoting non-free code,
and interprets merely suggesting it as promotion when also distributing what is suggested
(as Debian arguably does).
Suggesting non-existing packages is arguably tolerated, although ideally should be avoided.
