GNOME Shell UI elements scale incorrectly on mixed-DPI setups

Description

When attaching a non-HiDPI external display to the HiDPI Librem 15v4, GNOME Shell UI elements are huge on the external display.

Should I file this upstream against GNOME Shell?

Left: Librem 15 display (3840x2160, 2x scaling), right: external display (1920x1080, 1x scaling)

Honestly I don't know where this bug or issue might be. On my Librem13 v3 with a 34" external screen and at 100% scaling both displays "just work". Can you share a screenshot of your "display mode" in the control center?
