Newer Thunderbird version unavailable to APT despite being in repos

Description

apt cache policy shows;

$ apt-cache policy thunderbird
thunderbird:
  Installed: (none)
  Candidate: 1:52.9.1-1
  Version table:
     1:52.9.1-1 500
        500 https://repo.puri.sm/pureos green/main amd64 Packages
        100 /var/lib/dpkg/status

But in the repos a newer version sits beside the 52.9 version:

thunderbird_60.4.0.orig.tar.xz                     12-Jan-2019 04:06           285036472

https://repo.puri.sm/pureos/pool/main/t/thunderbird/

How can a user upgrade?

I have not seen Thunderbird version 60 in green since it appeared in buster and PureOS main in November. My understanding was that green was the proper update repository.

I will add more data below but I asked someone in the forum to try it. He saw (post):

sudo apt list thunderbird -a

gives me

Listing… Done
thunderbird/stable,now 1:60.4.0-1~deb9u1 amd64 [installed]
thunderbird/stable 1:60.2.1-2~deb9u1 amd64
thunderbird/green,green 1:52.9.1-1 amd64

Note the last line. Apparently, he sees the same thing I do.

My experience is:

<snipped>:~$ sudo apt update
[sudo] password for <snipped>:

Hit 1 is only for OpenCPN and is not an ubuntu repository.

By the way, I added this task at that time, but I closed it after I started just getting Thunderbird v60 from Mozilla.

Looks like the migration is blocked because it would break some older localization packages.
I gave it some manual hints to make the package migrate.
