Unplugging external monitor doesn't update displays, resulting in unusable system

Description

How to reproduce:

  • Set an external monitor as the primary display
  • Unplug the monitor
  • The laptop monitor doesn't become the new primary monitor, which means that GNOME Shell is inaccessible (all the UI is on the invisible primary monitor)
  • The only way to get a usable system is to plug the monitor back in (or reboot)

Is this an upstream bug with GNOME Shell on Wayland?
